BACKGROUND

1.1 Historical Background

Integrated program for people living with disabilities (IPPD) is a church-based organization which was founded in 1993. His Lordship the Bishop of Homa-Bay is the legal holder.

  1. Target area of operation

Catholic Diocese Homa-Bay consist of Homa-Bay and Migori Counties.

  1. Identification of problems and Strategic issues.

The following problem statements represents the strategic issues that IPPD aims to address during the 10 years plan period.

  1. Public and private sectors lack policies and legislation that would enable persons with disabilities to enjoy equal rights and opportunities.
  2. Children and young persons with disabilities have inadequate access to appropriate, affordable and quality rehabilitative services.
  3. Children and young persons with disabilities have unequal access to education and employment opportunities.
  4. Communication barriers for the visual and auditory impaired.
  5. Communities and community based institutions have inadequate access to information on disability issues leading to inability to address the malpractices against persons with disabilities.
  6. Poor community organization and inequitable distribution of resources limit participation in issues that affect children and young persons with disabilities.
  7. Service providers in particular and communities in general have inadequate skills, knowledge and unsupportive attitudes to manage disability concerns.
    1. Target group and key stake holders.

IPPD has identified children and young persons aged 0-25 years as the group most afflicted by the above cited problems. In serving this target group, IPPD works in close collaboration with organizations working with persons with disabilities, learning institutions, government line ministries and parents and guardians of persons with disabilities.

The vision of IPPD is to create an enabling environment for children and young persons with disabilities to enjoy equal rights and opportunities.

This mission is to improve the quality of life of children and young persons with disabilities and reduce the disability burden.

    1. Core Functions

The core functions of IPPD are:

  1. To identify the needs of children and young persons with disabilities within the target counties to establish appropriate rehabilitation programs.
  2. To provide basic survival needs through direct and partnership support services.
  3. To establish support groups for children and young persons with disabilities and their families.
  4. To increase the public and professional awareness and knowledge in order to reduce stigma and discrimination.
  5. To develop capacities of children and young persons with disabilities, institutions, parent and care givers.
  6. To lobby and advocate for the rights of children and young persons with disabilities and to influence policy change.
  7. To initiate and promote programs on HIV/ AIDS, environment, good governance, child rights and gender among children and young persons with disabilities and their families.
  8. To establish institutions and resource centers that will provide services to children and young persons with disabilities.
